I think I've found the problem.
I was relying on ancedotal evidence for the setup (I had asked about throws and CG on RCUniverse).
The answer I got was wrong.
This week I obtained a manual for my Seagull PT19.
It was seriously tail heavy, it needed a screw driver, a set of keys, and a TV remote sitting under the cowl to balance at the correct point.
Today it gets a heavier engine and a heavier engine mount.
Word to the wise: when buying a used airframe get the manual, inspect inspect, inspect again.
