os 91 4 stroke will not start

I have a os 91 four stroke that hasn't ran in 4 years and it will not start. I have fresh gas, a new os f plug, good compression. My fuel will not reach the carburator. Has anyone out there ever seen this? Thanks in advance.

I beleive that Fokker 1 is correct - but I have found that flushing the lines out is better.
Start by pulling the glow plug,
Connect a tank of fuel to the carburator,
place a finger over the carburator air intake,
With a spinner on the shaft (no propeller) take your electric starter and spin the prop shaft.
This will effectively 'pump' fresh fuel through the entire engine, dissolving all goo and gum from the lines, carb and engine crankcase.
The fuel will exit the engine through the glow plug hole, watch the colour change from a brown to a clear,
The engine is now clean. Replace the glow plug and start the engine.
Tune as required.
