I like to get everything working before covering. One advantage is I don't have bits of balsa and other crap rattling around inside. With semi-transparant films it really looks lousy. -Mike

I cover just the edges of the control surface and fixed surface, overlap onto the main portion maybe 1/16", then hinge it, then cover the entire part.

This way if you have a complicated covering scheme its easy to match everything up as you are only making one piece of covering that goes across both fixed and movable surfaces.

I just did this on my newest plane and it worked out pretty good. You can only see the overlap if you are really close.
