The vent line inside the tank must extend to the top of the tank. If not you will fail to pressurize it. Did you check for a kink or blockage inside the tank on the line??

Well not exactly true. Do a search for "Uniflow" tanks. In fact a far better set up than the regular tank plumbing set-up that most people use.

Hi I got the engine to run by changing the location of the pressure nipple and fixing the leak around the cap of the fuel tank.

I guess it was a combination of the two or it might still have run with just the nipple location changed.

All is well that ends well.
