Ok! Thanks for all the suggestions. Sometimes it helps just to get you thinking on different tracks. I mounted it in a test stand and still had no luck. Earlier I thought I had fuel getting to the cylinder, but was wrong. I new the pump was pumping fuel and so I took the fuel regulator apart and soaked it in fuel put it back together and it fired on the third turnover. I ran 10 oz of fuel through it with goog idle and rich top end.
On clean up I noticed in my fuel that I used to clean the reg. an o ring so it looks like I need to take it apart again.

I have a bunch of 2 strokes from 46 to st3000, but like the sound of 4 strokes.
