I have sat there myself thinking "that's a 9 or it's a zero". The benefit of the doubt rule then applies and I gave/give a 9. The fact that I am unsure proves I can not confidently say it did not stall.
In this case if one judge scores it high and the other awards a zero it actually is a good thing. It should suggest to the pilot that the maneuver is weak and needs improvement so there can be no doubt.
