Don't know about a link, but the only purpose for this rig I can think of is to act like a small "Reservoir" of fuel close to the motor, there to maintain a supply to the motor in case G-Forces exposed the clunk in the tank or decreased the head pressure.
Both of these would be short-duration events. This would not counter a bad installation or prevent you from leaning out as your fuel level dropped in the tank.
